Subject: Invitation to tender to upgrade CEENet Web Page

Limited tender for upgrade of CEENet Web-site

A (Invitation to Bid).
----------------------------
You are kindly invited to take part in the tender for upgrade of the
CEENet Web-site. Interested parties are requested to send their bids
till 31.1.2008 to Jacek Gajewski [email protected]. They will be
evaluated by two phase process described below. Untill 14.2.2008 three
bidders will be short-listed and asked to improve their offer by
28.2.2008.

The winner will be announced untill 15.3.2008 by CEENet Management
Committee (or tender comission delegated by MC). Eventual complaints
to tendering process will not be taken into account. The winner has to
confirm acceptance of the order untill 22.3.2008. The web-site should
be delivered in 2 month time after signing a contract. Each day of the
delay diminishes the value of the contract by 1%. Within first 3 month
after deployment the winner is obliged to react in 2 weeks time to
corrections requested by MC. For the resolution of disputes which
eventually may arise from this contract a law of Austria will be
applied and the court in Vienna.

B (System Description)
----------------------------------
- design a CEENet web-site on basis of Content Management System
allowing an easy provision and update of information by non-experts
via Internet in form of text and illustrations in form of .txt, .doc,
.pdf, .ppt files. Update of all information should be allowed to
webmaster(s). Webmaster(s) can extend the right to upgrade of some
catalogs to other persons (Authors). Webmaster(s) will be additionally
given shell account on hosting server. After each modification a
back-up copy should be easily transferred to some another server at
different physical location.

- The Web-site apart from the major part open to whole public, where
bulk of the information will be stored,  should have two smaller
password protected areas - one for members of Management Committee and
one for members of General Assembly. In particular those areas, apart
from its current content,  should contain automatic history of
discussion on equivalent lists, sorted by threads, corresponding to
Subjects. All pages should have same elements of graphics, containing
CEENet name and/or logo.

- The whole content of the existing Web-Site www.ceenet.org should be
transferred. The basic structure of home page and first level
sub-areas, accessible from home page,  should be following:

- The resulting upgraded Web-Site will be hosted at CEENet server in
Warsaw, run under Linux OS. Free Open source software, which has to
run to ensure Web-site functionality, can be installed by the bidder
after checking with server System Administrator.

- Re-Usage of external, free available and well established software
systems is encouraged.

C (Bid Delivery)
-----------------------
The tender bid should contain:
- contact data of the Team Leader
- contact data of the person responsible for administrative/financial issues
- short description of the proposed technology and architecture
- 3 suggestions for graphical design of home page
- software and hardware requirements for the hosting computer
- time needed to complete the upgrade
- warranty & result acceptance conditions
- brutto price to be paid

D (Bid evaluation Criteria)

 The first phase

In the first phase the CEENet will examine if the bidder meets the specified
criteria, namely that all requested information has been duly submitted as
prescribed in the Structure of the bidding document. The bidder's technical
competence and capacity to develop the software will be examined. In this
context it will be assessed if the bidder has devoted enough competence and
capacity to develop the software to the expected quality within the
specified time period. All bidders that meet the specified criteria and
requirements will continue to the second phase. No ranking between the
bidders will take place within the first phase.

Second phase:

CEENet will assess:

The quality of the bid with regard to clarity and quality of the information
provided. Points will be given: 1 for acceptable, 3 for medium and 6 points
for high quality.

The quality of the proposed technical solution to the required software
product:
Special attention will also be given to the attractiveness of the design of
the user interface and usability, including the management of the site and
updates by non-expert personal and ease of communication. and Points will be
given: 1 for acceptable, 8 for medium and 16 for high quality.

The requested remuneration. 10 points will be given to the lowest requested
price followed by a continued decreasing scale down to a minimum of zero
points, reflecting the percentage of increase in price, where for every 10%
in increase 1 point will be deducted. The increase will be rounded to the
nearest 10% figure. As an example; if the second cheapest bid is 17 % more
expensive than the cheapest bid 8 points will be given to that bidder.

If the requested price is regarded by the evaluation team to be excessive or
in any other way unrealistic in relation to the work to be done by the
contractor, that bid will not be further taken into consideration.


E (Payment terms)
---------------------------
The negotiated price will be paid:
- 30% upon signing a contract
- 60% upon delivering, implementing and making up-and running the new Web-site
- 10% in 3 month after implementing, providing that the corrections and
requests for improvement from the CEENet Management Committe are taken
into account.
